Empire BCBS Residential Treatment Coverage for New Yorkers

Villa Healing Center works with Empire BlueCross BlueShield plans, now issued under the Anthem name in New York. Adults from New York City, Long Island and the Hudson Valley come to our Woodland Hills home for residential mental health treatment, and we sort out the insurance questions before they book a flight.

Empire Became Anthem in 2024. Your Coverage Did Not Change.

For decades, Empire BlueCross BlueShield was the Blue plan for downstate New York. On January 1, 2024, its parent company, Elevance Health, renamed it Anthem Blue Cross and Blue Shield.

If your card was issued since then, it probably says Anthem. If you still think of your plan as Empire, you are in good company, and you are on the right page. The company, the member ID and the benefits carried over. Only the logo is new.

One caution: Anthem in New York is a separate plan from Anthem Blue Cross in California. If your plan was issued in California, read our Anthem Blue Cross page instead.

Empire BCBS or the Empire Plan? They Are Different

This mix-up is common, and it matters.

  • Empire BCBS is a health insurer. You have it through an employer, a union or a plan you bought yourself.
  • The Empire Plan is the health program for New York State and local government employees, run through NYSHIP. Several companies share the work. Hospital claims go to one, medical claims to another, and mental health benefits are handled by a separate program with its own phone line.

If you are a public employee with the Empire Plan, tell us when you call. We contact the mental health program directly instead of the number on the front of your card.

What Decides Whether Your Plan Pays for Treatment in California

Three features of your policy matter most:

  1. The plan design. PPO plans from Empire generally include benefits for care outside the plan’s contracted providers, including in other states. EPO and HMO plans usually restrict non-emergency care to contracted providers in New York.
  2. Who funds it. Large employers and union funds often pay claims themselves and set their own rules. Insured plans follow New York law.
  3. Approval in advance. Residential care almost always needs sign-off from the plan’s behavioral health reviewers, typically Anthem’s own team or its sister company, Carelon Behavioral Health.

Claims for care received in California travel through a national arrangement among Blue plans. We explain it on our Blue Cross Blue Shield page. Because of that extra step, checking an Empire plan from California usually takes one to three days.

New York Protections That Follow You

If your plan is insured in New York, state law applies wherever you receive care.

  • Timothy’s Law requires New York health insurance policies to cover mental health conditions on terms comparable to physical illness.
  • External appeal. If your plan denies treatment as not medically necessary and upholds that on appeal, you can ask the New York State Department of Financial Services for a review by independent doctors. The request must be filed within four months of the final denial.

Plans funded directly by an employer fall under federal rules instead. We tell you which kind you have.

Travelling From New York for Treatment

Choosing a program across the country is a real decision. People who make it often want distance from the routines and pressures at home.

A few practical points:

  • Getting here. Hollywood Burbank Airport and Los Angeles International both serve the San Fernando Valley. Our admissions team helps plan your arrival.
  • Staying in touch. California is three hours behind New York. We schedule family calls and sessions with that in mind.
  • Time off work. If you are employed, ask your HR office about medical leave and New York short-term disability. We can complete the clinical sections of those forms.
  • Going home. Discharge planning starts early. Before you leave, we work to connect you with a therapist and prescriber in New York so care continues.

Our guides on how to prepare for a residential stay and how long residential treatment lasts cover what to pack and what to expect.

Empire Plans We Are Unable to Bill

We do not work with Medicare Advantage plans or with Medicaid plans, including those Anthem offers in New York. This page applies to employer, union and individual coverage.

Frequently Asked Questions

My card says Anthem, not Empire. Does this page apply to me?

Yes, if your plan was issued in New York. Empire BCBS was renamed Anthem Blue Cross and Blue Shield in 2024. For plans issued in California, see our Anthem Blue Cross page.

Does Empire BCBS cover residential treatment outside New York?

PPO plans generally include benefits for care in other states. EPO and HMO plans usually do not, outside emergencies. We confirm your plan's rules before you travel.

I have the Empire Plan through NYSHIP. Can you check it?

Yes. The Empire Plan has a separate mental health program, and we contact it directly. Tell us you are a NYSHIP member when you call.

How long does it take to check an Empire plan?

Usually one to three days, since a New York plan and a California facility are both involved. You can start through our insurance verification page.

Can my family in New York be part of my treatment?

Yes. Family sessions can be held by video and are scheduled around the time difference.
